Responder skills ranked for 1.0 Armageddon. Each Responder starts with a job-based skill and fills 7 more slots, picking from 3 random unlocked skills at levels 5, 10, 15, 20, 30, 40 and 50 — so this list is about what to take when the roll offers it. Expert versions carry account-level requirements (recorded pre-wipe; 1.0 moved progression to Assignments & Merits, so unlock paths may shift). Community consensus is still settling after the wipe — placements follow effect strength and how many builds each skill serves. Note: 1.0 also changed the pool itself — Averaging, Guts and Teddy Bear were removed, and Handgun/Rifle/Shotgun Reloading were added; older EA tier lists still show the removed skills.
S Tier

How skill picks actually work
You don't build from a menu — at Responder levels 5, 10, 15, 20, 30, 40 and 50 the game offers 3 random skills from your unlocked pool, and you take one. So the practical question is "which of these three?", not "what's the perfect build?". The tiers above are pick-priority: take an S-tier skill over almost anything, take A-tier when it matches your weapon lane (shotgun, heavy rifle, pistol, melee), and treat B-tier as roll-dependent filler.
Expert versions and the 1.0 wipe
Every skill has an Expert upgrade with a dramatically stronger effect. The unlock requirements listed in-game were tied to account level before the 1.0 wipe; Armageddon moved progression to the Assignments & Merits system, so expect the exact unlock paths to differ from older community tables. Effects themselves carried over intact as of the 1.0 launch week.
